Instruct the DOJ and whoever to clarify the 2nd amendment once and for all. Only those in militias can own guns!!

I want the POTUS, SCOTUS & DOJ to explain what is meant by those individuals who are in militias who have the right to keep and bear arms. The 2nd amendment is VERY clear!! Only those members who are in a militia, being necessary for a free state shall NOT have their rights infringed upon. The 2nd amendment does NOT grant EVERY American citizen the right to keep and bear arms, if it did, then A: Every American would either be in a Militia, or B: Every American would be a Conscript like natives of Switzerland are. The constitution and B.O.R are clear on who can have what rights and many examples are very specific. Such as voting rights, Excluding felons, etc.. The majority of American citizens are out of touch with reality. Guns are making America less safe.
