Marriages have taken place between court rulings and the issuance of a stay in the following states: Utah, Michigan, Arkansas, Wisconsin, and Indiana. The Department of Justice has only said they will recognize for the purpose of ALL federal benefits the marriages that took place in Utah.
Please instruct the DOJ to issue a statement stating that they will also recognize the marriages that took place.
Also go a step further: In the states where a court has overturned a marriage ban; Issue a statement saying you will recognize for federal benefits based on "place of domicile" the marriages of people who live in those states as well despite the stays.
