Instruct the DOJ to seize all tax revenue related to marijuana from the States and hold it in escrow until the marijuana debate is decided on a federal level.
The states are taking a vested interest in the cultivation and selling of illegal drugs. They are providing protection under the law and receiving payments from marijuana. As long as it is illegal federally the States should not be able to gain tax revenue from it.
Legalize it federally or have the states remove any laws that aid in its sale.
