PPACA 2010 granted the HHS secretary broad discretionary regulatory authority. Pursuant to egregious and countless individual policy terminations by insurance companies, per ACA standards, HHS secretary will instruct all insurers who have issued such terminations to rescind immediately. Moreover, the decision to grandfather those plans past ACA deadlines will rest solely with the consumer.
