Noting that the President has the prerogative, granted by the Oath of Office, to enforce a reformed interpretation of the federal definition of marijuana which conforms to the Necessary and Proper clause, the Ninth and Tenth Amendments, as well as the whole of the US Constitution, we now petition the President to instruct the new DEA administrator to enforce the federal marijuana laws according to this reformed interpretation which actually shows respect for the demands of the People to use cannabis medically, industrially, and commercially, as accorded to us by our US Constitution:
The term "marijuana" means all parts of the smoke produced by the combustion of the plant Cannabis sativa L.
