Make touring visas for artists fast and affordable.

ONE
"On December 23, the fee for Form I-129, the Petition for a Nonimmigrant Worker, will go from $325 USD per act to $460 USD per act, a 42% increase. An artist’s crew (tour managers, roadies, etc) must also pay a separate fee of the same amount." https://goo.gl/lyzjG2

This fee is unaffordable for small acts, like bands coming to the U.S. to tour for their fans. Artists who make the financial and logistical commitment to perform in the U.S. come because their U.S. fans want to see them.

This does not take away U.S. jobs. It creates them.
This is a cultural exchange.

Too often artists are stopped at the border and must cancel a long-scheduled performance because their visa application was not processed in a timely manner.
