Whereas many tax loopholes are now on the chopping block for many corporations and individuals, would it not be beneficial to replace these ineffective tax loopholes with an instrument that benefits the country as a whole?

+ offer Tax Deductible ND Bonds from the US Treasury
+ revenue from the ND Bonds goes to National Debt Principal Only
+ amount of bonds offered to public is determined by the interest payment for the national debt of the same year (naturally "sunsets")
+ ND Bonds accrue a nominal interest rate, but are completely tax free (unless cashed out early).

Replacing existing tax deductions/loopholes with a financial instrument that benefits the whole country, may be an even-handed approach to address our current financial concerns.
