Congressional representatives should receive a salary no more than 5% above the average income of their districts and no other benefits should come from taxpayers. No health insurance except what civil employees receive in their districts. No pension plan except Social Security or what they maintain out of their own pockets. No other benefits above what civil servants receive in their districts.
