all citizens including those who are non-civilian and with no exemption, shall be at full liberty and right to take any action of any nature excluding those actions that harm the well being, rights, or property of his fellow man. Exceptions to this legislation include but are not limited to: homicide, theft, intentional selling or trading of goods that are dangerous to ones health with the intent to harm to the consumer. In the case of these violations, the use of established criminal corrective locations will provide for the punishment of the offenders. A fair and just court system based on a trial of peers will proceed the sentencing of the offenders.
