It is illegal to secede and no group or singal person has the power or right take this matter into their own hands, if a state wants to secede I would think the state as a whole would vote and take a majority vote to decide if they will secede, there I am for sure residents in each of the state that do not want to secede and wish to remain, and there is no possable way of a peaceful secession. It will lead to war and death.
