The Keystone XL pipeline from Canada to Texas would be the safest means of utilizing Canadian tar-sands oil, but its planned route endangers the water supply for a large part of the country.
We still depend on oil. Canada is a far more reliable source than the Middle East.
The Exxon Valdez and Deepwater Horizon oil spills prove there is far too little safety regulation to allow such a pipeline under current law.
We petition the Administration to forbid the construction of Keystone XL or any other pipeline until such regulation is in place.
Legislation is needed to enforce comprehensive, mandatory oil pipeline safety policies and technology including prohibition of pipelines through or over aquifirs as well as multilayered systems to prevent, contain and clean up oil spills.
