There's got to be an intelligent way to do this. It could possibly create millions of jobs! Let's set anti-corporate ethos aside and objectively deliberate about what's good for America. Here's an idea for a starting point that can be tweaked around: Let companies wait ~5 years before paying taxes on repatriated profits. After the ~5 yrs, they'd be allowed to deduct, from taxable repatriated profits, 3-5 (or w/e) times the total compensation paid to NEW EMPLOYEES, over those last ~5 yrs. Leave rates alone. Prevent unintended consequences. Something like this has to be better than nothing - especially when doing nothing on this will compel American companies to favor creating jobs overseas. To justify keywords: Steve Jobs was for $ repatriation incentives. So are tech companies like Google.
