A 28th Amendment: Persons who are members of Congress at any time the Federal government is not funded and is closed due to budget disagreements shall be ineligible to (i) seek re-election or election to a different seat in Congress; (ii) hold any position in the Executive Branch; and (iii) serve as a member of the Federal judiciary.
