The president, and Senate, should introduce a federal act allowing the federal government, Justice Department, Homeland Security, and/or the Attorney General to charge the owners of assault weapons with lengthy prison sentences if their assault weapons are used in public shootings. It would not matter if they were the perpetrators of the actual shooting, or not. The act would simultaneously specify that the Attorney General, Justice Department, and/or Homeland Security would immediately file high civil suits against owners of any assault weapons used in public shootings in America. There would be no ceiling to such federally filed damages suits for the owners. Such an gun violence act, with fangs, would aggressively persuade owners of assault weapons to secure their lethal firearms.
