Federal funds should not be used to support a financially failing or bankrupt local entity such as a state or city since that local entity's spending is determined by its constituents alone. Other states' citizens cannot vote on issues and hold no standing in another state such as to receive benefits or financial support, therefore they should not be required to support the results of that failed state's policies and financial mismanagement afterward. Further, if a citizen of one state knew in advance that his money would be taken to support another state he might decide to vote for the same spending programs in his state so that his/her money might be used locally instead of for programs they do not support in another state.
