Banning or outlawing semi-automatic weapons is unlikely to happen. However, requiring insurance and a bond on each and every weapon would force gun collectors and owners to take steps to secure their weapons and be more cautious about access. Criminals who own and use these weapons would not insure and bond, but would then face the stiffest penalties for owning uninsured, unbonded weapons used in the crime. This provides a reasonable answer to the question of the 2nd amendment's "well regulated militia".
