Introduce a constitutional amendment for a BALANCED BUDGET with the following exceptions:

"The Federal Government shall maintain a balanced budget, excepting in the case of costs directly incurred by a National Emergency, International Emergency, or for expenses directly incurred by a Declaration of War."

Having no official background in Constitutional Law, please feel free to adjust the wording of this amendment to suit the intent.

We need to control our spending, but we need to have a reasonable avenues to spend when we most need it. We need to be able to respond to natural disasters like Hurricanes Katrina and Sandy and come to the aid of peoples affected by natural disasters like the earthquake in Haiti.
