Because Congress has become ineffectual and obstructionist, introduce a constitutional amendment to Congress changing Representatives and Senators to four year terms and limit them to two terms each. Change the President to a six year term and limit him to one term. We need a new Congress with fresh blood and we need to take the pressure of constant campaigning off the president and the Congress by extending base terms and limiting their time in government.
