There should be no reason for to prohibit the citizenry from monitoring the actions of law enforcement and other public servants, so long as it doesn't interfere with their job or violate the privacy of another citizen, other than the public servant.

I wouldn't want my boss to be able to sneak up on me with a camera either, but there are cameras all over my office.
