Introduce a constitutional ammendment to add additional Electoral College votes representative of the popular vote

The U.S should introduce and implement a constitutional amendment to add Electoral College votes to represent that of the popular vote outcome. The Electoral College addition should fall between 16-24 electoral college votes, to allow the element of singular swing states having significant influence on the electorate. By introducing this change, this will allow for the significant state individual turnover as indicated by the U.S. Census Bureau, and the votes of all individuals regardless how red or blue the state, to be represented in a uniform and fair manner. This reform will bring the Electoral College up to date with modern politics and voting, as well as satisfying the need of giving the people a Government directly representative of its citizens.
