Introduce legislation to preempt State regulation of firearms. Establish a registration, licensing, and insurance scheme for firearms at the federal level which is modeled on the same requirements for aircraft. Mandate a clear title for every individual firearm, aligned with that firearm's serial number, which must be transferred from owner to owner throughout that firearm's lifespan. Mandate that the title be registered in the owner's home jurisdiction, that the owner have and maintain a firearms' license, and that the owner maintain an insurance policy for all of the firearms he or she owns. Mandate annual renewal of each firearm's registration, as well as periodic inspections. Strict liability for the owner for all of his firearms. Non-compliance to be a felony.
