One of the main reasons for gridlock in the U.S. Congress is the fact that so many of our Representatives are elected from safe, tailored-to-party-affiliation districts. If congressional districts were drawn in a random, unbiased way, there would be more competition for congressional seats, which would, in turn, force Representatives to be more in line with their constituents' actual needs and concerns rather than voting along ideological lines. In order to determine what the best "random, unbiased way" would be, a panel composed of 1/3 Democrats, 1/3 Republicans and 1/3 independents should be appointed by the President.
