Introduce the following as a Joint Resolution

SECTION 1: Let the definition of natural born citizen be any person born inside the borders of the Continental United States, Alaska, or Hawaii and has a valid birth certificate issued by the jurisdiction of his/her birth.

SECTION 2: If any other country or jurisdiction outside of the borders of the United States has the legal ability, even if that ability is ignored or waived, to claim a United States citizen, as a citizen of their own, by Jus Soli ( the right of anyone born in the territory of a state to nationality or citizenship), then the United States citizen is not a natural born citizen of the United States.
