Currently only about %50 of the population pays all of the taxes in our country. A flat tax would enable those who currently pay no taxes as well as illegal aliens, criminal enterprise, tourists, etc. to share the burden. The top money makers will still pay most of the revenue generated because they spend more but, it will also include revenue generated by the purchase of goods needed by even the lowest of criminals. Any purchase no matter how small or simple, wether it be by the little old lady down the street or the foreign business traveler on a layover who is just passing through on his way home or the illegal alien who just crossed the border needing something to eat, will contribute to this country's financial needs.
