Introduce legislation for an Amendment for a BALANCED BUDGET requiring that requires the Legislative and Executive branches to pass an authentic balanced budget prior to the start of the fiscal year to which it applies under penalty of forfeiture of pay and all compensation if it is not passed by that deadline.
