DHS has stockpiled enough ammunition to fight a 20+ year war for use in training. There is no reason to allow DHS to continue buying ammunition for any reason for a minimum of 20 years. War requires much more ammunition than training leaving zero excuses for any more ammo purchases by the DHS.
