Introduce a bill to congress allowing civil unions between two consenting adults- hetero, homosexual or otherwise.
Since policies of "separate but equal" have been proven not to be so (see Brown v. Board of Education) this legislation would require ALL couples to have a civil union- not a marriage to allow equal protection in the eyes of the law for all. All current marriage licenses would convert to a civil union license at no cost to the citizens of the US.
Thus, a separation of church and state is established- the definition of the words "marriage" and "matrimony" may be left for religion to debate, and the government will now be able to protect its citizens equally, by law.
