Introduce legislation preventing public funding of lawsuits filed by government organizations that are frivolous. If a government entity is found to have filed a lawsuit frivolously, that has to be publicly disclosed and the money must be repaid to the taxpayer via salary deduction from the government employee filing the lawsuit.
