Propose to introduce legislation to treat any kind of street gang violence like an act of terrorism. Chicago has such a high murder rate because criminals have free rein there; law abiding cannot defend themselves and criminals know it. I propose that legislation is introduced so that any gang related violent crime suspect is treated and charged as a terrorist for which they are.
