Federal civil servants, who are not elected, should not have their raises stopped in an effort to stop those for elected officials who are failing to perform at their jobs, i.e. Congress, who refuses to do the people's work. Congress should not get a raise when federal civil servants get a raise as a matter of course. They should be placed on a separate pay system, where their pay is raised separately from every other person paid by the federal government, to include civil servants and the military.
