Be it proposed to pass an Amendment to the United States Constitution that repeals the Second Amendment, removing "the right to bear arms" as a federally protected right. Thus under the provisions of the Tenth Amendment, the States will have the ability to decide for themselves on the issues of gun ownership. The proposed amendment will require compliance with Article V of the Constitution before it can take effect, and will have no "time limit" or "expiration date" to meet the requirements of Article V.
