Introduce a more stringent application process for all welfare programs as it is being abused.

As you should all know, there are many unfortunate and wretched citizens who are physically or mentally unable to work for money which is very sad, and I agree we should all do our best to help them survive. But then there are the people who have "insomnia" and are "unable to work". It is incredibly easy to cheat the system, as shown by the recent events involving the ex-New York Police and Fire Department employees. I recommend tightening the application process for all welfare programs ,aside from food stamps, to include a six-month confidential surveillance period to ensure the funds are being used correctly. Tabs should be kept on all applicants to ensure no public tax dollars are being wasted on the scum that decide to cheat the system and effectively rob the rest of the nation.
