This would place a restriction on the USA from selling arms and providing military aid to nations who are at peace but have low literacy rates. Literacy rate benchmarks would apply to women as well as men.

If the USA deems that the recipient nation is threatened from within or without, this literacy rate requirement could be waived. This proposal would divert any existing military aid to economic aid with earmarks toward schools and universities until said literacy benchmark could be achieved.
