Introduce a program by which liability insurance would be required for possession, ownership, and sales of firearms.

To create or encourage legislation that makes it a crime to be in possession of a firearm of any kind and/or ammunition therefor, without obtaining and bearing proof of liability insurance covering damages arising from the use of said firearm. To further allow and encourage insurance firms to treat ownership and possession and sales of firearms as a risk factor in calculating homeowner and other like policies. To create and encourage market conditions in which sellers and others involved in the firearms trade would be held liable for damages incurred by the use of a firearm and/or ammunition sold or otherwise transferred by them without verifying proof of said liability insurance.
