The Second Amendment guarantees the right of US citizens to keep and bear arms. What is often overlooked is the phrase "well-regulated". It is abundantly clear that firearms ownership in the US is by no means well-regulated.
To ameliorate this, the following legislation should be enacted:
1. Mandatory licensure before a firearm may be purchased or used. Testing would include (but not be limited to) proof of capability with firearms, safety awareness, and accuracy; in essence, analogous to testing for CCW permits.
2. Mandatory insurance for all firearms owned. This would be similar to insurance policies required of automobile owners.
3. Firearm registration to help track down illegal weapons.
4. Firearms purchases to be made only among and by licensed, registered owners.
