Introduce a tax cut to those who own/drive economic vehicles (ex. 4cyl or less, fuel economy over 35mpg, old or new)

Introduce a tax cut or refund for those who drive economic vehicles. This would include vehicles that are fuel efficient (+/- 35mpg) and that utilize cost effective/environmentally safe materials in their production. Eligibility would not be limited to vehicles new or used/old. This tax break should be limited to those making less than $40,000/year. Thank you, I hope this. Is reviewed and considered.
