Please join to read the whole document. Below is a brief description:

Step 1: Eliminate all private campaign monetary contributions. (people, corporations, unions, associations)
Step 2: Establish a campaign reserve of 0.002% of the tax revenue each year (This would be ~$187 million for 2007-2010)
Step 3: Provide equal access of funds to any candidate who can provide signatures of 0.5% of the voting-age population (~1,175,000 signatures based on 2010 census)

The founding fathers did not intend for the presidential race to be based on money but more of the candidate's ideas.
