On March 9th 2015 47 United States Senators signed a letter to Iran on United States Senate letterhead stationery. Sen. John McCain has stated publicly that this letter was signed “during a senate lunch” therefore:

c. If a. (above) was not an official act, do the U.S. Senators have the legal authority to use official United States Senate letterhead stationary for personal use?
d. If a. (above) was an official act of the U.S. Senate, were they within legal rights to conduct official business where they were having a senate lunch?
