States like California, for many years have intentionally mis-applied child support collected.They apply monies in a "trickle down" fashion, so to purposely put accounts behind and to create large arrears. They then apply a high interest rate to make money and put parents behind on their accounts. This is a call for child support reform on Dept. of Child Support Services accounting dept. to answer for these
felonious practices to procure income for the state in the name of child support.
