Permanently destroy the CIA's Directorate of Science & Technology's ability to test intelligence case-studies and programs, some including important bio-technology research, on drug users or otherwise marginalized Americans without their express consent. Current case studies include: HIV vaccine tests, night vision optical camouflage lens tests, natural skin chameleon tests without consent. This has happened too many times in modern US history in which the CIA has avoided prosecution, most notably during Vietnam (our last major war/conflict). These citizens are protected by the ADA, and CIA has no moral and legal authority to conduct these programs at the expense of American civil liberties, or to connect with another government agency to do so.
