Investigate the Department of State of the State of New York (DOS) for oppressing small business owners of nail salons, of whom are mostly Asian minorities. The DOS imposed unreasonable and unjust regulations,tyrannical fines and harsh penalties that include mandating nail salon owners to purchase an expensive wage bond while such bond is not required for other businesses and industries that have much higher risk of nonpayment or underpayment of labor wages.
