Investigate the feasibility of Civilian Conservation Corps type infrastructure upgrades.

Have the US government investigate the feasibility of creating a modern Civilian Conservation Corps under the Army Corps of Engineers, with the intent of lowering unemployment.
Projects for the CCC would include, but not be limited to:

-Public infrastructure upgrades of roads, bridges, trains
-Construction of high-speed rail, green energy projects
-Creation of a high-speed fiber-optic internet structure the would be subsequently leased/sold to private sector in order to provide high-speed, low-cost reliable internet to all citizens.

CCC members would then be able to move to private sector technology jobs in the states, such as with Apple Inc, Google, Microsoft, enabling domestic technology development.
