Investigate Grover Norquist's anti-tax pledge that is used to coerce members of Congress into doing his bidding via manipulation and threats regarding the election process. His pledge plays a huge role in the current budget fiasco and "fiscal cliff". Clearly this is unethical. This sort of manipulation of the government and its processes should also be a violation of many laws too. It goes far beyond the defense of "free speech". Prosecution should occur for all violations.
Ethics reform should take place to ensure this sort of manipulation of Congress and its processes cannot happen again. Open processes and ethical government are essential to our nation's future.
