investigate the hundreds of possibly illegal bills with "immediate effect" in Michigan and return democracy to Michigan

The Michigan Constitution allows for bills to be passed with "Immediate Effect" with a 2/3 vote in the legislature. Neither party in Michigan has 2/3 vote yet more than 600 bills have been passed under Immediate Effect including the Emergency Manager law that effectively strips towns of their democratic right to a say in how their town is governed.

We ask the Obama Administration to use their authority to investigate these 600 bills as to whether or not they were passed constitutionally and to put an immediate halt to the Emergency Manager bill until it's constitutionality is proven. (Example: All Dems voted against the bill, all Reps for it. In order to pass, Reps would have needed a dozen Dems to vote for it. So despite voting against the bill, the Dems voted for immediate effect?)
