Investigate the legality of the FAA's new drone registration program in light of Sec. 336 of H.R.658.

Sec. 336 of the 2012 FAA modernization and reform act states "Notwithstanding any other provision of law
relating to the incorporation of unmanned aircraft systems into Federal
Aviation Administration plans and policies, including this subtitle,
the Administrator of the Federal Aviation Administration may
not promulgate any rule or regulation regarding a model aircraft,
or an aircraft being developed as a model aircraft..."

The FAA is currently trying to create a new law to register all model aircraft. This is in direct violation of Sec. 336 and should not be allowed.
