In response to various transgressions by the National Collegiate Athletic Association's Committee on Infractions in recent years, this petition aims to attain greater public and political attention to the NCAA's operations. With no standard guidelines in investigating and enforcing individual, team, or university infractions of its regulations, the NCAA has created a chaotic system in which student-athletes are abused by an arbitrary authority that lacks external oversight. In order to better serve student-athletes and provide an athletic atmosphere that promotes excellence both on and off the court, the NCAA should agree to an investigation by a third-party organization, such as the United States executive or legislature, that will provide valuable suggestions for reform of NCAA policy.
