General contractors are not reliable stewards of public health. The standard of cleanliness in the bathrooms on large construstion sites is usually atrocious, and since it is a cost issue, general contractors should be held suspect in terms of their scheduled cleanings.
We the people demand legislation requiring temporary/portable commodes that are climate controlled, cleaned frequently enough to meet demand, and well stocked with toilet paper. This would eliminate not only the degradation associated with using these medieval torture devices, but the inherent communal health risk. One job with 500 people from all walks of life equals a major transmission vector.
