investigate OR CSD for not giving foster care prevention funds to families until after (if) children are returned home.

The Federal Government recently found Oregon's number of children in foster care 44% above the national standard and ordered CSD to start returning children to their parents at 25% per quarter immediately.The majority of foster children in OR are black and Native American, and found to be prescribed an average of 20 different adult elective drugs (psyc meds), then foster care pay rises from around $650 per month to over $6000 per month per child.CSD is supposed to offer parents foster care prevention funding prior to removing children from the home for issues like homelessness, food, medical, and domestic violence, but it is ONLY offered after, or if, children are returned home.Please make these funds manditory for CSD to give families prior to putting children in foster care as intended.
