investigate the possible tampering of voting machines in KY and to extend these results to other states as necessary.

The recent gubernatorial election in KY demonstrated numerical evidence of "vote flipping." 1) The democratic candidate -- Jack Conway -- led in the final poll (conducted from 10/23- 26/2015) by 45 to 40% but then lost the election by 44 to 53 percent on 11/2/15. Going from a 5% lead to a 9% deficit in a week is so statistically unlikely as to be nearly impossible. 2) In the 15 largest counties Conway led by 53.9-41.9% after 25% of the vote had been counted but by only 48.3-47.9% at the conclusion of the election. 3) Down ballot democrats won by margins predicted by earlier polling and received much higher vote totals than Conway -- implying that democratic voters voted but not for Conway. These results beg for this election to be voided and re-conducted under federal observation.
