Two days after the election of Donald Trump, Russian Deputy Foreign Minister Ryabkov affirmed to the Interfax news agency that there were contacts between Russia and the Trump campaign. The campaign denies this. If such contact concerned donations or contributions, this would be a violation of federal election law, per the Foreign Agents Registration Act of 1938. If such contact was an attempt by an unauthorized citizen to interfere with U.S. foreign policy, it violates the Logan Act of 1799. (Examples of such an attempt might be promising to withdraw from U.S. NATO obligations in Europe, or providing a more favorable environment for Russian political interests.) Given the known Russian hacking of the DNC, Trump's efforts on behalf of this foreign power cannot be discounted.
